What “within reason” really means is…
This blog happens to be right after Seth’s in my progression of morning clicks, and I had to laugh as the 7:42 am deja vu washed over me. I love when my internet ramblings are connected to each other.

“Within Reason” sometimes means that we can use our own logic and reasoning to come to the appropriate conclusion, and do the the right thing, even though this might not fall within the parameters of simplistic algorithms developed by a buracracy to attempt to solve complex situations.
The phrase contains between the line meanings. So your suggestion is appropriate in this connection.
