“Within Reason” sometimes means that we can use our own logic and reasoning to come to the appropriate conclusion, and do the the right thing, even though this might not fall within the parameters of simplistic algorithms developed by a buracracy to attempt to solve complex situations.
The phrase contains between the line meanings. So your suggestion is appropriate in this connection.
