I thought he landed on top of it, took it under with him, and then it popped back up. But I watched it again, and his arms and head seem to go through it so I would assume the rest does somehow also.
I’ve done this. The tube has some stretch to it. And the water helps lubricate the fat guy going through it. (it can also get stuck around the waist and you’ll be floating upside down)
Its not that hard to do.Its a rubber circle, it has the ability to be stretched. Its like a nail being hammered into a wall. The force of 350 pounds going through a small tube will happen.

Its probably especially stretchy if it isn’t fully inflated. :D
He’s really risking neck fracture at that angle in that size pool though. I’ve seen way too many paraplegics from doing that
