Its probably a facing tool. All stores have to make it appear that the shelves are as full as possible. They were probably out of that towel color.
They were out of white towels?
Except you can see a couple rows over there are two other stacks as with foam underneath as well.
They have incredibly tall ceilings, I bet those are only at the top where customers can’t reach. It looks better than empty racks, and it’s cheaper than having way more stock than you can sell sitting there getting dusty. Funny stuff.
