    Its probably a facing tool. All stores have to make it appear that the shelves are as full as possible. They were probably out of that towel color.

    They have incredibly tall ceilings, I bet those are only at the top where customers can’t reach. It looks better than empty racks, and it’s cheaper than having way more stock than you can sell sitting there getting dusty. Funny stuff.
