The August 12, 1912 edition of the Houston Chronicle tells Madge Morris’s pitiable tale…
Her fine of $12.45 would equal almost 300 of today’s dollars.

I’m going to be cautiously optimistic and say that the tone of the reporting suggests that the newspaper thinks the fine is ridiculous.
