Isn’t the car with the camera (and the car in front) already driving on the shoulder? There are no lane markings between them and the cars to the left.

A lot of russians have dashcams running whenever they are driving for insurance and legal purposes.
That seems really, really weird. But I assume if we all had cameras on our cars that reckless driving would decrease substantially.
